GENERAL PURPOSE
This position is advanced professional planning work coordinating Comprehensive Planning, Development Review and Community Redevelopment Agency activities within the department. Work is performed utilizing recognized professional standards, methods and procedures to accomplish assigned projects. Work is performed under the general supervision of the Planning and Community Development Director.
MAIN JOB TASKS AND RESPONSIBILITIES
- Coordinates the review of various development and land use applications between developers, property owners, and professional consultants (engineers, architects, landscape architects, electrical engineers, etc.) and other City Departments to review plans and revise as needed in order to address compliance with the City's governing documents (primarily the Comprehensive Plan, Land Development Regulations, and Code of Ordinances). The types of applications reviewed include, but are not limited to site plans, subdivisions, Comprehensive Plan Amendments, Certificates of Appropriateness, special exception permits, and variances. Ensures proper notice is provided for public hearings in accordance with the requirements of Florida Statutes and the Land Development Regulations.
- Responds to public inquiries about development applications to provide information about proposals.
- Performs site inspections upon completion of construction and at the end of warranty periods.
- Develops procedures and methodologies for information systems; creates and maintains databases; prepares and updates all map series for the department, including but not limited to, the Future Land Use Map Series and Official Zoning Atlas.
- Maintains Geographic Information System data, ensures the accuracy of land use and zoning data and maps.
- Communicates actions to regulatory agencies, as required.
- Issues zoning determinations for consistency with the Land Development Regulations; recommends revisions to Official Zoning Atlas; ensures Official Zoning Atlas is current and up to date.
- Attends public meetings as required. Meetings may occur after typical business hours.
- Prepares agenda materials for Planning & Zoning Board (Local Planning Agency) and provides direction to Planning Assistant, Planning Technician and/or entry level Planner in preparing agendas for Local Planning Agency, City Commission-appointed boards, such as the Community Redevelopment Agency Advisory Board, Community Redevelopment Agency, and Board of Adjustment.
- Prepares agenda items for special exceptions and variances.
- Prepares staff reports with recommendations and presents them to the Local Planning Agency and City Commission at public meetings.
- Provides direction concerning public notice requirements on development applications and other items that require public notice; ensures that proper notice is provided and that notices meet the requirements of Florida Statutes and Land Development Regulations.
- Assists with the update and maintenance of the Comprehensive Plan; drafts plan amendments.
- Assists with the update and maintenance of the Land Development Regulations.
- Collects, compiles, and analyzes data from a variety of sources to support amendments to the Comprehensive Plan.
- Assists with the Evaluation and Appraisal of the Comprehensive Plan.
- Reviews applicant requests and prepares staff initiated small and large-scale amendments to the Comprehensive Plan and reviews for consistency; coordinates review process with other City staff; communicates legislative actions to Florida Department of Commerce, Regional Planning Council, and other State and local agencies.
- Coordinates Development Review Process with applicants, developers, agents, and the public; reviews applications for completeness and compliance with Land Development Regulations.
- Evaluates development and land use proposals for consistency with both the Comprehensive Plan and Land Development Regulations.
- Communicates final actions of the Local Planning Agency and City Commission to applicants or agents.
- Establishes and maintains an inventory of all final development orders, to be utilized in maintaining a Concurrency Management System for public facilities.
- Prepares concurrency reports as set forth in Land Development Regulations.
- Prepares ordinances and resolutions for City Commission consideration.
- Prepares position papers on a variety of subject matters, as requested.
- Tracks projections on populations and tracks other demographic information.
- Assists with the preparation of the departmental budget and revenue projections.
- Serves as a point of contact for the public to answer questions related to land use and zoning, issues zoning verifications, and responds to public concerns as needed.
- Supervises entry level Planner and may supervise Community Redevelopment Agency activities and functions, including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; and conducting performance reviews.
- Performs other related duties as required/assigned.
MINIMUM QUALIFICATIONS
- Graduation from an accredited four-year college or university with a Bachelor’s Degree in Planning and four years of professional planning experience, or any equivalent combination of relevant training and experience which provide the required knowledge, ability, and skills to effectively perform the position.
- Valid Florida Driver’s License
- AICP Certification, preferred.
A comparable amount of training, education or experience may be substituted for the minimum qualifications.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of recent developments, current literature and sources of information in the field of urban planning.
- Knowledge of the principles, methods and practices of urban planning.
- Knowledge of local, state, and federal growth management regulations and statutes.
- Knowledge of local government land development regulations and growth management strategies.
- Knowledge of City government organizations and functions.
- Knowledge of research techniques and statistical methods.
- Knowledge of computer applications pertaining to planning functions including statistical, spreadsheet, database and graphic application programs.
- Skills in public speaking and writing.
- Ability to organize and analyze information and formulate substantive recommendations.
- Ability to prepare comprehensive reports and to present technical information to professionals and general public in an understandable fashion.
- Ability to interpret data and prepare maps and other reports and maintain detailed records and support for land use decisions.
- Ability to conduct complex planning studies, interpret data, and make recommendations based on such analysis.
- Ability to show initiative and display creative abilities in solving complex issues. Ability to work independently.
- Ability to establish and to maintain effective working relationships with other City employees, agencies external to the organization, and the general public.
- Ability to interpret and explain planning and zoning laws and administrative rules. Familiarity with zoning, subdivision regulations and other development ordinances.
